Bangkok has the better gyms, the stadiums and the harder rooms; Pattaya has cheaper living, camp-style convenience and the sea. Plenty of people train in Pattaya and travel up for the fights.

The detail
The road distance between them is short enough that this is not an either-or for a long stay. It is a question of where you sleep and train most weeks.
Bangkok is the choice if the training itself is the point and you want to be the least experienced person in the room. It is a harder city to live in, and that cost is real over months.
Pattaya is the choice if you want camp-shaped convenience at a lower price, and are content that your hardest sparring will be softer than what you would find in a Bangkok fight gym.
Do not assume proximity means interchangeable. The gap in sparring standard between a Bangkok fight gym and a general Pattaya camp is large enough that people misjudge themselves crossing it.
