Which parts of Thailand are driest in July?

None of them. July is a month with no training region inside its dry window, which is why the choice is about which wet stretch is lifting rather than about finding dry weather. Almost every camp in Thailand trains under a roof, so the rain costs you a run rather than a session.

The month where no week is better than any other week, which makes it the month to come for a block rather than for a holiday.

In July, train in Koh Samui, Koh Phangan and Chiang Mai. Nowhere is clearly the wrong call.

July is the middle of the wet season on the Andaman coast and across the interior, and it stays that way from the first of the month to the last. Nothing in it distinguishes one fortnight from the next.

That sounds like a reason to avoid it and it is actually the argument for it. A two-week trip is a bet on two specific weeks and July gives you nothing to aim at. A two-month block is the opposite: it wants the months where camps are at their emptiest and the trainers have time, and it does not care what the sky is doing between the morning and the afternoon session.
